文明的社会需要文明的权力,而执政者权力行为的文明程度,则折射出一个国家权力建设水平的高低。在构建和谐社会进程中,全面重塑执政者的权力行为既是权力运行的内在逻辑需要,更是降低权力成本,化解社会矛盾,提高执政者执政能力的根本一环。就当下而言,执政者的权力文明行为可表述为如下若干特征:贴近民众,服务执政;勤政、廉政、善政,科学执政;正义、理性,依法执政;开放、宽容,民主执政,进而建立起一套适合公民社会的民主理念、民主程序和民主制度等。
