Since the1990s, a series of cases due to the operational risk brought tremendous financial losses to the commercial banks, also caused great negative impact on the society. Operational risk also grasped the widespread concern and attention of the banking industry, regulatory authorities and scholars, making the one of the three main risks facing the banking industry together with the market risk and the credit risk. Therefore, how to enhance the operational risk management of commercial banks has become an important issue to be solved.Based on the background mentioned above, this paper studies Ping An Bank, with Deutsche Bank as a benchmark enterprise in risk management, comparing the operational status of Ping An Bank and operational risk management practices of the Deutsche Bank, hoping to be able to offer some thoughts to improve our operational risk management of commercial banks.This paper consists of five chapters. The first chapter is the research background, current research, research ideas, articles innovations and deficiencies. The second chapter is an overview of the theoretical part, firstly introduces the operational risk management, Basel Accord and reviews the theory of the internal controls, and then analyzes the relevance between the commercial bank operational risk management and internal control. The third chapter is innovative part of the paper, discussing deeply the effect that COSO and Basel parallel brought to the internal control of commercial banks, and then concluding the principle of implementation of internal controls in the commercial banks. The fourth chapter is to introduce the study of Ping An Bank, after the brief introduction of the current situation and development of Ping An Bank, the status of operational risk management in Ping An Bank is described in detail. And then we compare the financial data in Ping An bank with those of other joint-equity banks in China. After the comparison, this paper gives a detailed statement on the current situation of the operational risk management in Ping An bank. Finally, based on the current situation, we dig thoroughly the deficiency of the operational risk management the Ping An bank exists. The fifth chapter is the
