公立医院绩效分配改革、完善医院薪酬分配制度是公立医院持续发展的不竭动力。本文根据笔者所在医院开展绩效分配改革的实践,对医院绩效分配激励机制进行研究,提出在完善医院绩效管理信息系统的基础上,建立以医院预算为导向,以服务为核心,以医疗效率、医疗服务质量、科研和学科建设、满意度、成本和医疗费用控制为重点的综合目标绩效管理体系。
The reform of public hospital performance allocation and the improvement of hospital remuneration distribution system are the inexhaustible motives for the sustainable development of public hospitals. Based on the practice of the reform of performance allocation in the hospital where the author is located, this paper studies the incentive mechanism of performance apportionment in hospitals, and puts forward that based on the improvement of hospital performance management information system, a hospital-based budget-oriented, service-centered, Service quality, research and discipline construction, satisfaction, cost and medical costs control focused on the integrated target performance management system.
