对于总承包工程,中交一航局采用紧密型组织模式,优化资源,集中材料,统一资金,总项目部将自身定位为服务与协调,从而发挥了总承包优势,最大限度避免内耗、创造效益。2011年3月,中交一航局中标神华集团黄骅港三期工程水工、土建、设备及配套项目总承包工程。对于工程内容,一航局有信心做好,但怎样发挥总承包优势,最大限度地避免内耗、创造效益,却是一个新的课题。
