公务员是政府的核心工作力量,是基层政府提供公共服务的主要依托,因此,公务员薪酬改革必然对基层政府公共服务质量产生深远影响。所以,从分析公务员薪酬制度改革与基层政府公共服务质量的内涵入手,进而分析公务员薪酬制度改革对基层政府公共服务质量的影响机理,以此为基础构建了公务员薪酬制度改革对基层政府公共服务质量的影响机制,并提出了基于公务员薪酬制度改革提升基层政府公共服务质量的对策建议。
