工程造价管理工作贯穿于基本建设的全过程。现阶段水电工程的基本建设程序可概括为:规划选点、项目建议书、预可研、可研、施工准备、建设实施、生产准备、竣工验收、后评价等阶段。规划选点、预可研阶段的投资测算是方案选择、投资控制的基础,主要是完成各方案在同一水平上的比较工作。可研阶段的设计概算是投资控制和管理的根本依据,一经批准不得随意突破,编制时应充分考虑各种风险因素,立足把投资打足。工程招投标阶段的标底,是招标工程的预算价格,是招标单位对工程所需投资的自我测算。要编制出合理公正的标底,就要广泛收集资料、合理选取资料,考虑市场竞争。造价管理人员应不断拓宽知识面,使之成为精通造价管理的复合型人才。
Project cost management work throughout the entire process of capital construction. At this stage, the basic construction procedures of hydropower projects can be summarized as: planning election points, project proposals, pre-feasibility studies, feasibility studies, construction preparation, construction and implementation, production preparation, completion and acceptance, and post-evaluation stages. Planning point, pre-feasibility study stage investment measurement is the basis of program selection, investment control, mainly to complete the programs at the same level of comparison. The feasibility study stage is the fundamental basis for investment control and management. Once approved, it can not be arbitrarily broken. All risk factors should be fully considered when formulating, and the investment should be sufficient. Bidding stage of the bidding project, is the tender price of the project, is the tender unit of the project investment required for self-estimation. To formulate reasonable and fair standards, we must extensively collect information, select materials rationally and consider market competition. Cost management staff should continue to broaden their knowledge, making it proficient in cost management complex talent.
