古今中外的社会保障实践证明,高效而有序的管理是社会保障制度健康、可持续发展的前提和基础。因此,选择适合我国国情的管理模式是建立新型社会保障制度的关键。本文在总结文官制与新公共管理的利弊,分析我国社会保障制度管理现状的基础上,提出了以完善文官制为前提,吸收新公共管理的精髓,适度发展企业化运作的社会保障管理机构的新型社会保障管理模式。
The practice of social security at all times and in all countries proves that efficient and orderly management is the prerequisite and basis for the healthy and sustainable development of the social security system. Therefore, choosing the management mode that suits our national conditions is the key to establishing a new type of social security system. On the basis of summing up the pros and cons of civil service and new public management and analyzing the status quo of social security system management in our country, this paper puts forward some suggestions to improve the civil service system, absorb the essence of new public management, and appropriately develop the socialized management institutions New social security management model.
