本文以部门行政事实行为为研究视角,通过与劳动保障行政法律行为作对比,同时结合一般行政事实行为的基本理论,系统论述了劳动保障行政事实行为四个方面的内容:一是劳动保障行政事实行为的基本含义以及特征;二是劳动保障行政事实行为的基本意义和价值;三是劳动保障行政事实行为的基本类型与形式;四是劳动保障行政事实行为的规范化和救济途径。
