The power industry is shifting towards a deregulated power trading market in which all power transactions will be based on prices rather than costs. Establishing a regional electricity pool is the most direct way to relax the regulation of the electricity market. However, many economic issues concerning the behavior of power bank traders have still not been resolved. In the deregulated power trading market, traders pursue their own maximum benefits while ignoring the benefits of the entire system. But for retail consumers, competition makes electricity prices drop; for power traders, the key issue is to determine competitive quotes. In this paper, game theory is used to simulate the decision-making process of deciding quotation within the deregulation environment. The electricity pool coordinator can use this research result to suppress the unfair combination of power bank traders. The improved IEEE30 bus system was used as a deregulated electricity pool to illustrate the main features of the method.
