为推动江苏省沿江港口外贸集装箱业务发展,结合国际贸易、口岸政策和通关实际操作,分析江苏省沿江港口外贸集装箱进出口总额和集装箱生成量、外贸集装箱流向的特点、发展“无水港”的考虑因素以及江苏省沿江港口既有的集装箱支线模式等非技术要素,从市场化运作角度,提出不同于常规模式、由港口直接参与的“点到点”外贸集装箱沿江支线运输公共平台设想,并对政府提出重点扶持外贸集装箱长江支线、夯实港口发展基础、发展特色干线的建议。
In order to promote the development of foreign trade container business of ports along Yangtze River in Jiangsu Province, the paper analyzes the total amount of foreign trade containers imported and exported, the volume of containers exported and the direction of foreign trade containers flowing along the ports of Jiangsu Province along with international trade, port policies and the actual operation of customs clearance. Considering the non-technical factors such as the container feeder mode existing in the ports of Jiangsu Province along the Yangtze River, from the point of marketization operation, we put forward the “point-to-point” foreign trade container transportation public which is different from the conventional mode and directly participates in the port Platform assumption, and proposed to the government to focus on supporting the Yangtze River branch of foreign trade containers, consolidate the basis for the development of the port, the development of distinctive trunk line recommendations.
